As a Proposal Design Manager you will be responsible for leading the design management team on Design-Build / Alternative Finance projects. This will include reviewing and coordinating design disciplines, managing the Value Engineering design process, acting as an interface between Estimating, Design Consultants and Construction Teams to ensure appropriate design solutions are developed and meet project specifications and manage design deliverables and design program throughout the tender phase.

Candidate must have previous experience in construction sector as well as with the design and project management of major infrastructure projects.

Job Description

  • Coordination and supervision of external Designers throughout tender.
  • Manage the interface with other internal disciplines as well as Estimating and Construction teams to produce optimal design.
  • Lead the Value Engineering process throughout tender developing optimizations and Alternative Technical Concepts.
  • Review the design against technical provisions or current design standards.
  • Manage design schedule through to delivery of technical submittal
  • Review contract documents providing input to tender design and detailed design agreements with external Designers.
  • Assess design risk and manage its mitigation through RFP process.
  • Develop design management procedures and ensure these are implemented accordingly.
  • Liaise with the Bid Director reporting on status of design throughout tender.
  • Involvement with ‘design strategy’ and approach.
  • Ensure appropriate design resources are allocated throughout tender.
  • Develop a comprehensive scope of service for key stages of project.
  • Monitor progress against programme, and report to the project team.
  • Co-ordinate the activities of the design team, contractors and statutory bodies (e.g. Local Authorities) in line with all applicable environmental requirements.
  • Ensure the design process recognizes compliancy issues, current legislation, standards and codes of practice.
  • Coordinate change control system and ensure changes are accounted for, authorized and implemented, as necessary, with the project manager and client.

Special Conditions

  • Travel may be required from time to time within North America and elsewhere as directed

Required Skills and Competencies

  • Bachelor’s Degree in Civil Engineering
  • Demonstrated experience on civil work projects
  • Knowledge of design procedures on DB / AFP projects
  • Experience in Design & Build / Alternative Finance Projects, major infrastructure projects
  • P.Eng. and or P.E designation is is a strong asset
  • Technical knowledge in civil disciplines including roadway, structures, drainage, pavement and geotechnical.
  • Ability to work to tight deadlines and incorporate design changes throughout tender phase.
  • Ability to ensure design complies with project standards and specifications.
  • Ability to interact with other team members as technical lead.
  • Excellent communication skills
